About the Cash Handling Workshop

The Association of Public Treasurers’ CASH HANDLING TRAINING WORKSHOP is a four-hour program designed to train government employees and officials in proper cash handling techniques.  Finance officers, treasury officials, city clerks, and cash handlers are encouraged to attend.  The Cash Handling Training Manual is the required text for the workshop.  The Manual serves as a model on which a government can base its own program and manual, with a comprehensive set of cash handling techniques, a training syllabus, and instructions on how to develop a manual/program for an individual government. A government’s manual may be submitted to the Association of Public Treasurers for review and certification.  Workshop participants will receive a Certificate of Completion from the Association of Public Treasurers.

 

 

About the Trainer

Anthony Francisco, who has taught cash handling training courses to treasurers, finance officers and cash handling staff throughout the US and Canada for over 10 years, is also the main author of the original and brand new Second Edition Cash Handling Training Manual. Since Anthony developed the course, manual and certification program in 1997, hundreds of communities have participated in this important cash handling program.

 

Anthony has served as the Finance Director for the City of Norman, OK since 1996.  In this capacity, he oversees the City’s budget, accounting, treasury, management information systems, debt administration, investment, printing services, utility customer service, payroll and purchasing functions.  He also serves as City Treasurer and Controller, chairs the $36 million Norman Employees Retirement System and serves on the $1.5 billion Oklahoma Firefighters Pension Board of Trustees.  Prior to his appointment in Norman, he served for over 13 years in public finance, public works, budgeting, and administrative positions with the cities of Seattle, WA; Oklahoma City, OK; and Kansas City, MO.

 

Anthony has a Masters of Public Administration with Specialization in State and Local Government Financial Management, from the Maxwell School of Citizenship and Public Affairs at Syracuse University; a BA in Urban Studies from the Univ. of Oklahoma-Norman; and has done further study in Public Policy at the Lyndon B. Johnson School of Public Affairs at the University of Texas-Austin.  Anthony is a Certified Public Finance Official (CPFO), Certified Treasury Professional (CTP) and a Certified Public Finance Administrator (CPFA)> He currently chairs the Association of Public Treasurers’ Committee on Cash Handling and has served on the Government Finance Officers Association’s Cash Management Committee.

Cancellation and Substitution Policy
If you are registered and cannot attend, we encourage you to send a substitute. Refund requests (less a $20 processing fee) will be honored if cancellation is emailed to gtot@unt.edu at least 2 weeks prior to seminar. No refunds for cancellations less than 2 weeks prior to seminar.
